With the top rolled down and strapped, the pannier is waterproof, and adjusts to the volume of the contents. The two panniers are joined with broad velcro straps that lie either across or under the seat. They each have an external pocket for water bottles.
I kept the old luggage frame, although it's overweight for the job it does now, because it would be too expensive and time consuming to make another one.
